Why Hong Kong residents do not need the permit
Travelling on a Home Return Permit, Hong Kong residents do not need a Tibet Travel Permit, which is the clearest difference between you and travellers from Taiwan or other countries. Those guests must arrange a permit through a travel agency, while Hong Kong residents do not, though a real-name registration is still required, and you must travel with a guide arranged by an agency rather than heading in alone.
In other words, one document is missing from the list, but the requirement to be received by an agency and accompanied by a guide throughout is unchanged. Tibet is managed more strictly for visitors from outside the mainland than most provinces are.
This shows up in many small details. Accommodation in Tibet must be of a qualifying standard, and some sites can only be entered with a guide present. We know these procedures well and set out the paperwork and the arrangements in one go.
What still applies
We complete the registration according to your itinerary and remind you to check the validity of your Home Return Permit, suggesting a renewal first if too little time remains. Transport, hotels and visits to sites within Tibet are arranged by us, with the guide accompanying you throughout.
- Registration: we complete the real-name registration for your dates and route.
- Document check: we remind you to confirm the expiry of your Home Return Permit.
- Arrangements: transport, hotels and site visits within Tibet are all arranged by us.
- Guide throughout: inside Tibet you travel with the guide and cannot break away alone.
What to watch out for
If the trip also reaches Everest Base Camp or Ngari, an additional border pass may be needed, so we explain at the planning stage which documents are required and leave time to arrange them. Check the latest official notice before you travel, and we will tell you before departure if anything changes.
If you later change your arrival or departure dates or cities for Tibet, the registration may need to be filed again, so it is best to send the documents once the route and the dates are settled.
When to just ask us
If you want to visit Tibet, first tell us the cities you will enter and leave from, your dates and your rough route. We will list the documents required and the time needed, and help arrange the reception and the guide.
